You have to beat all 7 gyms before this gym to unlock the door then I suggest using water and grass moves on Giovanni's pokemon

You must get all seven badges and go to the Viridian City Gym, the Gym leader is Team Rocket's Leader Giovanni who uses ground-type pokemon.
