You find the Sapphire in Dotted Hole you need Cut to get in and you need to find the right path to get to the bottom then when you are there a scientist will steal the sapphire and take it to the Rocket Warehouse.

You find the Sapphire in Dotted Hole, you must use Cut to access it though.

Its on island 6 you will find this cave that has a steal door push the start button and select a Pokemon that knows Cut,and use cut that way.
