You get the tickets from Nintendo Events only in the USA. Not in the game or other countries except maybe Japan but that wouldn't work out anyways. You can also use cheats. The triangle puzzle you see when you get to Birth Island, solve and Deoxys will apear lv. 30.

Well to get Deoxys you need to go to a Nintendo Event. At the nintendo enent you go to this macchine with your Wireless adaptor and you get the auroaticket from your Mystery Gift. Another way to get it is to get a action replay there about 30$ at a game store.
Anyways with a action replay you can either use the code to find it in the wild or you could use the magic door cheat that teleports you there , and once your there you turn off your action replay and solve the simple puzzle involving a triangle.
