This is how you get the Sapphire. After you beat the elite 4 go to One Island and talk to Celio and he will give you the rainbow pass and then you will be able to go to all the islands. Go to Four Island and go to the rocket ware house when you get to the final part of the placebattle the guy and he will give you the crystal

You can find some of them on the 9 islands after beating the Elite Four.
