1. Enter the gym to fight Lt. Surge and his allies.
2. To open the door that leads to Lt. Surge, you need to find the two hidden switches located in the buckets in this room.
3. Switch locations spawn randomly, so all you can do is search all the buckets until you find the first switch, then look for the second one right next to it.
4. Start over if you mess up.
