Low to mid 20's to 30's, you should have it won. If you got Charmander, it should be level 30 at least. Pikachu helps a lot if you caught him in Viridian Forest. If you have Bulbasaur, mid to high 20's or 30's and you got it won.

I think 20 and up with electric and grass types like pickachu or bulbsaur or bellsprout(?). (I forgot if you con catch it this early or at all)

Well, the Pokemon I had was a level 32 Charmeleon, with metal claw, and a couple of other Pokemon but I beat her using only metal claw. I also had a couple shots of revive, but it's your team. I recommend having an Ivysaur, or maybe even a Venusaur (if it was my Charmeleon's level, it would be a venusaur...) Or, if you were lucky, in Viridian Forest you might've caught a Pikachu.
