Can I get to sevii island with cheat?
If no, how can I complete the kanto dex

You can get there with warp cheats. All you need to do is look up "pokemon fire red warp cheats" you won't be able to get to the Sevii Islands until you get all badges and beat the Elite Four along with about 60 registered Pokemon in the Pokedex. Just go to Prof Oak for the national Dex and then go to island one. All you need to do after is talk to the scientist working on the giant computer. That unlocks the sevii islands without cheats.
