The strongest is Ho-Oh but it can't be caught without cheats. The strongest you can catch with an ultra ball is Entei.

There is no strongest Pokemon actually. Pokemons Strength depends entirely on how you raise them.

There really is no "strongest Pok�mon." If you mean rarest, I would say Jirachi. And if you want that you have to cheat. And every Pokemon can be caught with an Ultra Ball. In my LeafGreen I caught Raikou with 4 Ultra Balls.
