The Day Care Man in Kanto can't breed Pokemon. You have to wait until you get to Four Island, one of the Sevii Islands. The Day Care there can raise two Pokemon.

The day care which you first encounter can't breed Pokemon. In Four Island (I'm assuming you know what this means) there is a day care which can raise two Pokemon, go there and give your Ditto and Eevee.
