Defeat the Rockets in Icefall Cave on Island 4 and then use Cut to open the door.

Hello. You use Cut on the door to get into the Dotted Hole, and as for the Tanoby Ruins, you need to be at the bottom most part of seven islnad (just keep following the lengthy path!) and then you reach a series of seven islets- the tanoby ruins.
