There's a lab on Cinabar Island and the scientist at the Pewter City Museum. I think the scientist in the museum is the one to find. Good luck.

There is a lab in the south west of Cinnabar Island, go inside it and go to the third room and talk to the scientist near the machine he will take your fossil and say you to come in a while. If you have helix fossil he will resurrect it into a lvl 5 omanyte [dome fossil was better coz kabutops looks cooler than omaster]
