How do you get past that tower where there is teleporters and you have to get a card key?

1 After you enter the building (duh!) go straight to the 5th floor
2 Go left to a wall
3 Then down and battle the Team Rocket guy
4 After you beat him go in the transporter next to him\\
5 Now take one step left and go back in the transporter you just came out of
6 Go right until you find the card Key
7 Go to the 3rd floor
8 Go left and down a hall by the elevator
9 On your left is a door, open it with the card key
10 There will be a transporter in the first room go in it
11 Rival Battle!!
12 After you beat your Rival, talk to the guy in the same room to get Lapras
13 Go in the transporter and face Giovanni!!

You get it when you beat the Elite Four and have have atleast 60 different species of Pokemon.
