To get very strong Pokemon you have to train them.
You can't just find an excellent Pokemon lying around.

Well, you can find strong pokemon in Mewtwo's cave in Cerulean City but you have to beat the Elite Four and have done everything on the islands 1-7 before you can enter the cave.
