Shiny Pokemon for Begginers
I heard that you can get a black charmander at the beggining of the game Is it true? And if it is true then How do I get it?

I don't think it's possible to obtain one in such a manner. The only thing I can guess is that you get a 1 in 8000 chance of starting the game and choosing Charmander, which turns out to be shiny.

Well, a black Charmander would be a shiny charmander. Everytime you encouter a Pokemon, there is a 1/8192 chance of it being shiny. To get a shiny Starter, save before you choose your starter. Then you keep checking the one that you choose and soft-resetting (A+B+Start+Select) until it turns out to be shiny.
