After beating the Elite 4 when the story credits are rolling (you know when the guy/girl is riding the bike) don't turn the gameboy off you MUST watch the credits,after the credits are over fly to fortree and head southwest to the weather institute and talk to the professor upstairs he will tell you of unusual weather in certain areas.

Go to those areas he says and you will find Kyogre and Groudon also they are at level 70 so bring a strong team!!!
