When walking around on Route 113 and if you have a Soot Sack you can collect ash with each step, and with those steps you can get flutes in the Glass Workshop:
Black Flute is 1,000 Steps
Blue Flute is 250 Steps
Red Flute is 500 Steps
White Flute is 1,000 Steps
Yellow Flute is 500 Steps
