There are many rare moves on emerald that not many Pokemon can learn naturaly these are some of the moves and the Pokemon that learn them.
Sky attack = Altaria
Doom desire=jirachi
Psycho boost= deoxys
Luster purge=latios
Mist ball=latias
Meteor mash=metagross
Submission=pinsir
Substitute=keckleon
Weather ball=castform
Camouflage=staryu
Crush claw=zangoose
Bounce=grumpig
Heat wave=torkoal
Spikes=skarmory
Dizzy punch=spinda
Smellingsalt=hariyama
Assist=skitty
Aerial ace=swellow
Sky uppercut=blaziken
Fire punch=medicham
Ice punch=medicham
Thunder punch=medicham
Milk drink=miltank(can only be caught after elite 4 is beaten)
Spider web=ariados(can only be caught after elite 4 is beaten)
