At the end of the game when you beat the elite 4 and become the new champion the game will reset and this is you're chance to get latios or latias. You will start in you're room the go downstairs mom rushes you to the tv but it's too late and she asks what color the reporter said that the rare Pokemon was. You have a choice red or blue. If you pick blue you can catch latios. If red you can catch latias. I hope you saved you're masterball or else he will be extremely hard to catch. Walk around anywhere and you have a chance to find latios/latias. I suggest you run the first time you meet him if you didnt save you're masterball. If you did save you're masterball throw it at latios/latias right away. After you catch him I think you should clone him as many times as you can at the battle frontier friends will trade anything for him since hes so rare(see cloning hints on first page of hints section).I hope I helped!
