Easy way to get Ledgendary dogs

Note; this will only work if you have seen one already. Also works on Silver and Gold. Works 70% of the time.

Go through the game until you beat the Elite Four. It will go through the credits and what not. Then the Prof guy will call you. Go in to the lab and get the SS Ticket. After this DONT fly to Olivine. DONT open your pokedex to see where the dogs are, they will just run away. Walk or ride the bike to the left of New Bark and the first Pokemon you will see should be either Raiko or Entei. If it doesnt work the first time beat the Elite Four again and try again.
