6) Vladimir Makarov
Makarov is probably the baddest of the Call of Duty bad guys. He is responsible for many of the CoD campaign's most memorable moments including the nuclear explosion which, to the surprise of many, killed off one of the main playable characters in the game (Sergeant Jackson). Makarov is actually responsible for killing six different playable characters throughout the Call of Duty: Modern Warfare series and played a role in all three Modern Warfare games but wasn't actually considered to be the main threat until Modern Warfare 3. Makarov was also behind the infamous “No Russian” scene that caused so much real life controversy.
Makarov's death in Modern Warfare 3 itself is also quite memorable. At this point, the player has grown to legitimately hate Makarov for all of the innocent people he has killed or harmed. Because of that, it is pretty gratifying to be able to strangle Makarov to death with your own two hands.
Love the list and yay for adding Lloyd. Not many people think of The Legend of Dragoon or its characters when creating video game lists.

2 metal gear bosses btw. If your gonna make a rule not to include 2 bosses from a franchise you should stick to it.
Kane is not an villian, he's an fictional character.
I've never heard of lavos or kane or the first villian (i can't remember his name), but i agree for all the others, they're all pure evil. Except Bowser; he's just plain greedy, but yes, very persistant.
I would include GLADOS from portal. Her sharp wit and determination puts most male and human villians to shame.
I can really only agree with Sepiroth and Ganon. The others, while some maybe be pretty bad, that's all they are. Bad. Nothing that will leave a mark or be remembered extensively...
