Early in the game you can get some good stuff if you can get to Dawnstar. In Dawnstar near 3 or so trees and some rocks if you look down you will see search chest and you can take anything you want from this chest because it is not considered stealing.

Optional: In order to refill the chest easily you can go up to a merchant... She will sit in her tent, most of the time when she is not I would just recommend to wait 24 hours. When the merchant is back this is what you do: Save your game, Hit her, Load your game, and then talk to her, and that chest should be filled again! This is just an easy way to get unlimited items very early in the game.
