You can get your own place but this is what you need to do
:broother hood of steel house;get in to hidden vally do lots of quests for them when your liked or idolized you will get a key and location of the house...
:ceasers legion do egsactly the same lots of quests and ceaser will give you a key and location..
:followers safe house go see julie fawkes in freeside old mormmen fort and she will say we don't have much supplies so you can give her (radiation supplies,fixer ect) after you have givven her loads and your liked she will give you a key and location
:ncr safe house keep doing quests for ncr and then speak to any major perso (ambassider crocker,colonel hsu camp mcareen ect.....Hope this helped ....

The quickest way I saw is to simply find one of several places where there's a bed, and a couple storage bins and everything is marked white, as in free to be taken and opened by you, and take up residence there.

I've found that it's easy to just take up residence anywhere really. I mean you could live in Victor the robot's hut, you could live with the doctor, you could live with that old guy that sits in front of the Goodsprings bar. You could live in one of many of the houses in Nipton. You could live in that Bison hotel in Primm after you finish the missions there, I think your stowed stuff wouldn't disappear in there anyway. Primm might even have an extra house open, I'm not sure.

Thus far, I've found the best place in Novak. After a certain mission, and provided you haven't already paid to rent it out, one gets a free room to call his very own. I like my home in Novak because it has running water, unlike most every other place in the wasteland, literally.

It's stupid, in F3, you couldn't go anywhere and not find a restroom with running water, in FNV, people apparently have mutated to the point where they don't use the restroom anymore because very few places actually have restrooms, and even fewer have restrooms with running water. Lol, it's funny because I was remembering F3 when I was given the choice to use hardcore mode. I thought "oh water will never be a problem to find, it's everywhere." To my dismay, water's actually relatively difficult to find in FNV.
