After you get the power armor, you need to have Arcade as your companion. He will have you help him find the remnants, and after you've found them all you'll get a pass phrase to get into the Remnants bunker (A little south east of Jacobstown) and after you've opened it you need to talk to one of them to get the power armor training.

There is three quests that give you power armour training, two are from the Brotherhood and one isn't.

The Two quests from the Brotherhood are:
Eyesight to the Blind if you kept McNamara remains the elder.
Or Tend to Your Business if Hardin becomes elder.

The other way to get power armour training is to complete Arcade Gannon's companion quest For Auld Lang Syne. Completing Gannon's quest is good if you killed the Brotherhood before getting Power Armour Training.

Also if you complete For Auld Lang Syne, you will get some Remnants Power Armour which is better than the T-51b power armour you can get from the Brotherhood
