The easiest way to do it is by getting ED-E as a companion, then talking to Arcade Gannon, a member of theFollowers of the Apocalypse in the Mormon Fort, in Freeside.
This will start the quest to get the armour.
This will only work if you haven't talked to him yet.

You can also do it by earning his trust, and reaching a point in the story where you cannot continue on any other storyline.

You can also find it somewhere, but I dunno where.

Go to the deathclaw promontory (hidden valley, across river) east side of map. Fight a ton of death claws and there is a remnants and T5 power armors helmets lying there. Go well armed.

You can also get the helmet from a mine by jacobstown but be careful it is full of cazadores

You can complete For Auld Lang Syne to receive somee remnants power armour and some power armour training

Your bestbet with the deathclaws if you don't hav the anti material rifle is risky but you can use a displacer glove.that should do the trick
