Yes you can, although it is quite tough to do...
...to marry someone when you're evil, be sure to knock your scariness down as far as possible (it helps) and make sure your attractiveness is at +100. This should attract the Women (or Men) and then you can just use expressions to "swell the heart" enough. However, this is indeed tough to do since you're evil after all...but it should work. For an easier time with this, go to Bowerstone South, as even my +100 Scary evil guy is loved there.
