Ok first of all I don't think you can take away more than like 20 years or so but I'm not sure.
Secondly I looked at apparently about 300k takes away like 5 years though it's more about luck.
Idk wtf that last question is though

I don't think that you can become younger and I don't know what that scroll does

With the little scroll it is part of a mini quest the knothole glade chieftain sends you on and there are three or four assassins one is in knothole galde just up the road, another is at that windmill place and the other is in hook coast. Hope this helps
