If you remember back to the Goron Mines, a giant rock fell from the sky. Warp to the Mines and walk to it. Tell Midna you want to warp again after selecting the rock. Warp to the Zora place and the rock will fall into the ice, therefore melting it.

Go to the goron village and there is a big firey rock walk up to it and then tell Midna to telleport you to the zora place and she will do the rest.

Go to Death Mountain and warp the big flaming rock to Zora's Domain and you will melt the ice. Hope this helps.

You have to teleport to Death Mountain and Midna will say "Hmm, this has been here for a while but it is still warm", and you can either warp or find out a bit more information by going to 'Talk to Midna'. Anyway go to warp and choose Zora's Domain. Then the rock will come crashing through the ice and melt it all. The Zora are not frozen anymore!!
A little hint for later: When you get the Iron boots, Zora Armour and Water Bombs you can sink to the bottom of the water, blow up the rock, talk to the Goron inside and receive a bomb bag!

Warp to Goron Mines and use Midna to Warp that huge hot meteor rock that fell from the sky back to Zora's Domain - that'll melt all the ice!
