Return to the Hidden Village and show that old lady (Impaz was it?) the Dominion Rod. She should then give you the Ancient Sky Book. Then show the book to Shad; everything should unfold from there.

I think you have to go to the Old Women in the Hidden Village. I can't really remember since it was ages since I did it, but you can try it anyway.

You need to talk to the old women in the Hidden Village. She will give you a book which you then have to show to someone in the Kakariko Hall Basement. I think this is corrent, but it was a while since I did it. So I hope it helps you!

Head back to the ruined village and show the old lady the Dominion Rod, she will then give you the Sky Book. Now warp back to kakariko village and talk to Shad (he is in the basement of the shamans house). Show him the book and he will restore the rod as well as marking some locations on the map. Go to each of these locations, using the Dominion Rod solve some simple owl statue puzzles to fill the sky book. When you have completed the book go back to shad again, he will open a door way for you.
