As for getting out of the lake, talk to the man dresses like a clown who is standing infront of a building, pay him 10 rupees to be blasted out of a cannon. After the cut scene (press - twice to skip it) you should then be in an area with a fench around it.

Go in through the door, climb down the ladder and then head fowards to another door this gets you out of lake hylia.

This person is at the top of a tower which you climb up via a ladder. The tower is in the east of the lake.

You want the zora armor to get to the Lakebed temple at the bottom of the lake. It gives you the power to breath underwater and swim. Beware it is less resistant to fire and ice. To get it you must go to Hyrule castle town and go to Telma's bar. You will see a cutscene and you will find that Llia has lost her memory. You will be asked to escort Telma, Llia and the Zora prince Ralis to Kakariko. On the way you will be faced with killing a Moblin rider. (Just shoot him with arrows). Then you will be attacked by birds carrying bombs and moblins firing arrows from giant boars. If the truck goes on fire use the gale boomerang to put it out. When you have finished the Zora queens ghost will lead you to her grave and you will get the Zora armor. Hope this helps.
