Yes. After you get the last Fused Shadow from the Lakebed Temple, then go visit Princess Zelda, you'll gain the ability to transform to a wolf at will.

After you have completed lakebed temple zant will appear and injur midna and also but a curse on link so he stayes in wolf form. You will be sent on a quest you will need to go to hyrule castle and meet princess zelda she will heel midna but will be unable to break the curse on link given to you by zant. You will need to go to the sacred grove situated deeper in ordon woods You will need to remove the master sword from the pedestrail this will break the curse on link and give you the ability to transform form link to wolf form at will you will also get to keep the master sword hope this helps.
