Near the entrance, there should be someone who will polish your shoes for a few rupees. Then you can go in the shop.

The guy in front looks like a lepercon he charges you 10 rupees.

Don't bother. If you polish your shoes and go in you just wasted 10 rupees cause you can buy anything... If you want to know they are selling blue potions, red potions, arrows, bombs, and a magic armor. If you complete this side quest to enable you to buy the magic armor you can enter without shining your shoes. They still sell the same thing but cheaper.
And if you still really want to then I will give you instructions.
1. You might want to start next to they guy who tells you need polished shoes.
2. Go down the stair and go to the left.
3. You will find this guy sitting on the ground
4. Talk to him and give him 10 rupees to get your shoes shined.
5. When he is done your shoe will sparkle
6. Then enter the store
*NOTE if you didn't complete the magic armor side quest, you will pay a lot of money to get things you can get free...(by killing monsters)*
