You need to get the cannon to do that you need all the pages of the spell book then go to kakiriko villages wierd house where the children were as spirits basement.

Ok you need to retrieve the girls memory
Talk to shad about it he will point all spots of the books words
U find them
Go back to shad and show him
Move the statue
Warp cannon to lake Hylia
Pay the guy of the ferris to fix it for 300 rupees
Clawshot onto the back of the cannon and it will send you to the sky city
