In Chapter 16, how do you open the gate that blocks you from Chapter 17?

You must get to the end of chapter 16 to find the Skeleton Key, that is needed to open Chapter 17. Most of the stuff in 16 is not all that tough. There are spots where you must move a cannon onto a turntable to TURN it and then move it back and shoot through a wall. But nothing that is especially daunting. If you are stuck in a particular spot, try to describe that spot with as much detail as possible. From that we can probably figure out WHERE you are stuck and give you more detail instructions on how to get past the trouble spot.

The LAST room in 16 is one of those where you must KILL everthing in the room before the gate will open. If the gate has not opened, then there is still some enemy in there that is still alive that you have not found. This is one where you cannot SKIP any enemies. You have to kill them all. Use a powerful shooter if possible. Shoot and Whirl and Shoot some more. Hex, Cynder, Spyro, trigger Happy all have extensive ammunition so you can just keep shooting until you have killed EVERYTHING in the room.
