These Pokemon do not evolve from stones. For espeon you need to evolve it from happiness in the day time. For umbreon, you must do this in the night time. For Leafeon, you must trade it from the Sinnoh region games. Same for glaceon.

I can't answer how many emblems you need but I can say that if you maybe breed a red chao with a white chao, you could get what you are looking for.

You mean the "Sudowoodo" Tree. You must use the watering pail that you get during the adventure. Sudowoodo is a rock type pokemon. It hates water even though it looks like a grass type. It is a very peculiar Pokemon that I think would be very useful to trainers to study it a lot.

Usually Shiny Pokemon are the inverted color of the original Pokemon.
You can catch a shiny Pokemon anywhere but your chances are really low so make sure you do not pass one up..
I haven't caught one before but I think they are just as easy to catch as the normal Pokemon on that route or part of the game would be.
No they are the same strength as they would be in regular form.

To encounter it you must have beaten the Elite 4 and have the National Dex. Then you must have the Azure Flute and battle it at the top of the stairs that appear at the top of Mt. Coronet while using the Azure Flute.
To Capture it: I would recommend using a lot of ultra balls and moves that put it to sleep. Also if you have a fairly strong Pokemon that knows false swipe, use it to give the Arceus exactly one hp while sleeping.

I know that:
Lucario is not available in Generation 3- (1-3) and is first introduced in the Generation Four movie of Mew and Lucario. It is also introduced in the Generation 4 games: Pokemon Diamond, Pearl, and Platinum.
