The room the guy is in has a closet and in it you find a key to the church and in the back is the grave yard.

This is not an answer but there isn't a closet in his room all their is, is the ghost and a bed???????

Sorry but that answer isn't right!
After finishing all the Paradise Place goals (all the goals in the different houses) then enter Deadtree by heading up the path by the Rossum house... Then enter the Meeting House (if it doesn't let you in talk to the girl wearing a purple top behind a counter in Deadtree) and then go into the graveyard. Go to the far right end of the graveyard and EXAMINE all 4 of the graves up there. Find the one with the charm and then dig it up. Go to the Saloon and give the charm to Annie!
