Other then killing a will-o-wisp you might be able to buy some from one of the mages guilds. Better luck killng a will-o-wisp

Will o the wisps can be tough little things but that`s one of the main sources of getting Glow Dust. In order to kill them you need a silver, daedric (Dremora weapons are also Daedric) or enchanted weapons to kill them. Magic can harm them too but unless your character is skilled in destruction magic,it is best to stick to weapons and anyway they can soon drain your Magicka. If all else fails you can buy Glow Dust from Alchemy shops.

Alchemy shops like The Main Ingredient or Gilded Caraffe in the Imperial City Market District are your best bet =) .
