There are'nt any free houses as such that you can claim as your own. The cheapest house is the one in Anvil which can be purchased for 5000 gold. But if you don't want to buy a house then you could store your stuff in abandoned chests scattered throughout the world. I used to always use the chest in agarmir's house after completing the "unfriendly competition" quest.

Battle horn castle is free all you do is kill the bad guys attacking it and a guard gives you the deed

No the cheapest house is in the imperial city waterfront district, it's next to armand christofs house and it's for 2000 dollars.

There is a free house that you can get, pretty much as soon as you exit the sewers at the beginning. Its in Aleswell inn, and all you have to do is complete the 'zero visibility' quest. Aleswell is located just north of Imperial City, and all the inhabitants are invisible. Just complete the quest and the owner of the inn will let you stay there for free whenever you want(just remember to use your speechcraft on the wizard you need to pursue to complete this task, to acquire a ring and equip it. If you do not get it, you will take damage to your overall luck :s ).

At the fire and steel in chorrol near the fountain
Guest answered:

For decent light armor and some good sword you need to go to the Imperial's City Waterfront and rent a room on the Bloated Float In(for those who do not know this Bloated Float it's a In on a boat), sleep and when you will awake the quest will start, I wont spoil further :P I highly recommend that you do this, after you are done with Aleswell ! S'rathads House in the Talos Plaza District is completely free. However there’s a small catch. Only the sacks, the jewelry box upstairs, the first chest at the bottom of the stairs, and the chest upstairs next to the shelf’s are safe storage. I have check them many times. Everything else in this house is not safe storage. Also killing the owner makes it easier to use as he constantly locks all the doors everytime he leaves. Great for role play as an assassin or thief.
