The easiest way is to choose Breton race and Wizard as your star sign. With this you will start with the most possible I think. Further in the game always train the 3 skills that increase your intelligence and so your magicka. I think these are: Conjuration, Mysticism and Destruction. Try to always get a +5, never higher (wich is impossible and so will waste skill increases) or lower.
Hope this helps.
There is also another way if you are a member of the arcane university you can get unlimited magicka all you need is two of the same type scrolls three other of the same type scroll a filled soul gem (best if it's grand) and a ring, amulet or another kind of equipment
STEP ONE: duplicate a lot of rings and soul gem
STEP TWO: enchant the rings with fortify magicka
STEP THREE: use the TWO of the same type scrolls to duplicate the rings
STEP FOUR: equip ONE of the rings and use the THREE of the same scrolls to duplicate the RING THATS NOT eqipped
Then the enchantment still hangs on with you but you can't equip the ring again do it a lot of times and you will get alot of magicka (but it's a kind'a boring during all the time) THIS WORK WITH ALL ENCHANTS
If you click the ~ button in gameplay and you type in player.setav magicka then 50,000 it will give you that much magicka but only use once
