I have the required skills to get promoted but I see a smiley face that has 1/3 what does it mean and how do I make it 3 please help.

It just doesn't take skills to get promoted, you also need a certain number of friends and that is what the smiley face stands for, How many friends needed to promote.
Right now, your smiley face says 1/3 which means you only have 1 friend but you need two more friends to make it 3/3 then go to work, make sure your mood is high and then you shuld be promoted.
