Where is the costume store?

To get the costumes in the store in garment district first you have to collect all the skyscraper and secret tokens then go to the garment district and then it shows you the costumes

I could do all hideout and skyscraper tokens, all the water ones I fall back into the water when I'm an inch away from the buoy. Some secret tokens are on buoys, there is one at the museum , there is two or three, one in the area of a dome on the museum , look in every nook and cranny, you can't go in, thanks for the info guest number 3, I almost gave up into believing there are no costumes.

i found it but you can not go in. the only one you can is the jewelry store

On your map under the meter, a clock is there, it goes by minutes not hours, go in at 9 , it's open til minute 25

I tried but still couldn't get in.
