In team chaotix's 3rd level (grand metropolis) I can only find 83 enemies, are there 2 secret one's?

Have you tried underneath a path and got them or is it the ones at the end where you restart.
If it is the ones underneath the path then listen to this.
When espio uses leaf swirl on a poll and go on the speedy path let the team drop.
