I'm going to say this once... YOU CANNOT UNLOCK METAL SONIC!
I have already gotten 100% completion and gotten everything. You're confusing the final story with the last level.
That's why metal overlord got it's own music instead of being put in the stage sounds in the game.
So don't try anything.
