The best thing to do to level up is this:

Go to the Olympus Coliseum
Talk to Panic and enter a tournament(doesnt matter which one)
One the match starts, exit out of the tournament
You should now have a full drive gauge
Simply defeat enemies in your Drive forms, you get a lot of experience from it
Plus you level up your forms
You can do this as many times as you like
