Unlocking Collesium Cups

Okay, I have unlocked the Pegusus cup, but I didn't know that the Phil Cup was supposed to be unlocked first...how do you unlock that cup?

I didn't think that was possible. Anyway, on your first arrival to Olympus Coliseum, you talk to Phil, then try to push the block, then talk to Phil again. Then you have to complete both barrel training courses. Then, as you leave through the big doors, you'll be able to enter the preliminaries. After you defeat the boss, the Phil Cup should be unlocked for you.
