You have to be a really good sniper and you have to sniope the guys on the ship as 8 ball is trying to plant the bomb. Get on the roof of the building right in front of the ship.

Get on top of the builfing to your right you will see the stairs get a good position and start mowing them down.

When you are shooting at them sometimes it helps to shoot the explosive cans(they're red) but not when 8-ball is near. I hope this helps!
P.S. I had trouble on this one too.

I used a rocket launcher and blew everybody up before 8 ball could get shot at.

Get up on the building on your right and shoot the people with the sniper you will get an easier view.

Depends on whether you are using cheats or not..
If you are, then do the weapon cheat (R2,R2,L1,R2,left,Down,Right,Up,Left,Down,Right,Up)
And equip the rocket launcher. Before 8 Ball gets on the boat, bomb the ship all over, making sure no people are left. This will leave the coast clear for 8 Ball to easily reach the door.
If you aren't using cheats, then you have to be a sharp shooter. Shoot as many red barrels as you can, and aim for the enemies heads/necks.

I did the same thing as drgnmstr.
I used the weapons cheat, then jus blew everyone to smitherines with the rocket launcher.
I managed to kill everyone before he even got to the ship, it was easy.

Rocket launcher works everytime the cheat is R2R2 L2 R2 left down right up left down right up
