There is no ghost town in GTA 3. You must be thinking of San Andreas!

It is carcer city! I have seen it! It is just the city in the introduction. My guess is that it was going to be another island one you reached 100% but it slowed down the game too much so they took out the ability to drive on it. Use a dodo to look for it.

The only ghost towns are in San Andreas, not GTA III.
