You CANNOT unlock Carser/Carson Island. And, while we're on the subject, you can't unlock Disney Land, New York or the Lost City of Atlantis. They're all things people have said are real and they are NOT IN THE GAME!!! However, there is a small ghost town just north of the third Island, only accessible by Dodo, that is real. There's not much point in going there, as it's not solid, you just fly through it and hit the sea if you try and land. There are pictures of it on the internet, and if you have GTA on your PC you can even download a patch to make it solid so you can walk on it. There's not much to see there, except the bank that you see yourself and Catalina break out of in the start sequence.
