You mean repaired? During the mission when you gotta drive the car salvatore tells you has brains inside; but the car is rigged and you maria and some asian take a boat over to the next island then the bridge is repaired, subway opens, and the liberty tunnel phase 1 is completed.

You need to finish all the missions for the first island before it magically all of a sudden appears. It happens as soon as you complete the mission when you go with Maria and Asuka and touch the Staunton Island. You can now access both islands freely.

Firstly you need to finish Bomb the base mission.Then go to car that sal tells tou to go to then maria tell you the bomb is rigged with a bomb you then meet her down by the pier and you get in a boat and sail across to the second island and the bridge is then reopened.

Yeah, use the flying car cheat & try it. Might take a few attempts though, get a lamborghini or something like that.
