You can use boats once you can get to the staunton island
There are some at the pier where asuka lives.
There is also a boat at the airport in shoreside vale

Yup. You can find them just about everywhere on Staunton Island. You have to get there first though. Most of them don't go very fast though.

You can use boats once you unlock the 2nd island. The first time you drive a boat is when you enter the second island
