I don't know why but I have a guess. Maybe you are entering them wrong. I tried doing the armor and I got the weapon cheat by accident. So try entering them during gameplay. It's worse than just pausing in ways but still. I will also give you both of the cheats. Armor:R2,R2, L1, L2 up down left right up down left right. And health: r2,R2, L1 R1 up down left right up down left right. I hope I helped. PS: I may have gotten 1 or 2 buttons wrong but the rest are fine.

They sometimes don't work. Then, they do. Keep trying & you'll get there eventually. Also, watch the buttons your pressing.
